According to the Chongqing Development and Reform Commission and the Municipal Bureau of Commerce, the city will continue its policies to promote automobile consumption in 2023. They have formulated and implemented a new energy vehicle subsidy policy and implemented subsidy promotions to benefit consumers. The municipal government will provide subsidies of 1,000 to 3,000 yuan per vehicle to consumers purchasing new passenger cars (including new energy and fuel vehicles), with a cumulative subsidy of 30 million yuan benefiting 11,000 consumers and driving sales of 1.913 billion yuan. The objective is to foster the growth of ten leading enterprises with a market value of at least one billion, as well as attract and nurture one hundred large-scale enterprises and one thousand related companies.
Chongqing Releases Action Plan for High-quality Development of AI Industry
On July 25th, the "Action Plan for Scene-driven High-quality Development of AI Industry in Chongqing (2023-2025)" was published. The plan aims to establish a multidimensional, multilevel, and diversified innovation system for AI scenes, and successfully create a national pilot zone for AI innovation application by 2025.
According to the plan, efforts will be made to accelerate the emergence of AI application scenes throughout the city and strengthen the integration of supply and demand for application scenarios. A list of key AI application scenarios will be publicly solicited, released, and promoted to the society, with the goal of forming 10 benchmark scene projects.
Simultaneously, significant progress will be made in enhancing AI innovation capabilities. Breakthroughs in key core technologies will be achieved, and a number of national key projects in the field of AI will be launched, leading to the development of 100 AI products with core competitiveness in key areas and representative scenarios.
The plan also outlines the objective of rapidly elevating the level of the AI industry. Ten AI leading enterprises with a market value exceeding one billion will be fostered, and a cluster of 100 AI companies and 1,000 related enterprises will be formed, resulting in the establishment of 3-5 AI industrial agglomeration areas.
According to the plan, Chongqing will focus on four major scene layouts: intelligent upgrading of manufacturing, intelligent application in key industries, major projects and events, and development of future new tracks.
In key industries such as transportation, healthcare, education, agriculture, and rural areas, Chongqing will encourage the exploration of AI technology application scenarios to promote high-end and efficient economic development. For instance, in the field of transportation, smart toll collection, intelligent road network management, and intelligent connected navigation will be explored. A smart transportation demonstration zone will be built around the Western Chongqing Science City, Yongchuan District, and the national pilot zone for connected vehicles in the Liangjiang New Area.
Furthermore, Chongqing will accelerate the development of the metaverse and cultivate new industries and business models such as digital twin factories, virtual humans, meta-tourism, non-fungible tokens, and digital collectibles to seize future opportunities.
In addition to scene layouts, Chongqing will promote the high-quality development of the AI industry through five key tasks: strengthening the support of core AI elements, nurturing and expanding innovative entities in the AI sector, optimizing and expanding the supply of AI products, accelerating the opening of AI scenes, and continuously improving the AI industry ecosystem.
